According to the requirements of the Prevention and Control of COVID-19, a notice on further strengthening pandemic prevention and control work in Nanjing is released as follows:
1. Strictly meet the requirements of the prevention and control in key areas affected by the pandemic and precisely implement graded and classified control measures. Citizens should stay within the city and only leave for essential trips. Those who do need to leave Nanjing should hold the nucleic acid test negative certificate within 48 hours (to be implemented from 0:00 on July 21). In other areas, community prevention and control as well as grid-based management should be strengthened, all units should implement prevention and control measures and strengthen the sense of responsibility.
2. Rigorously implement prevent and control measures in transportation. Transport stations and terminals, including highways, railways, civil airports, ports and piers, should adopt intensified guidance on passenger flow, avoid gatherings, carefully check passenger information, and require the wearing of masks, temperature testing and health code checking. All modes of public transport, taxis and hailed rides included, should meet the prevention and control requirements such as mask wearing, temperature testing, health code checking (passengers with red or yellow health codes are prohibited from taking public transport), ventilation and disinfection. Staff on public transport should also take good care of personal protection.
3. Stringently implement measures of quarantine for medical observation. Citizens in medium/ high-risk areas or closed-off management areas should stay at home without going out, and citizens in closed and controlled management areas can only enter but cannot leave. One should strictly follow management and control requirements, actively cooperate in work related to health monitoring and nucleic acid testing, and should not go out without authorization. Those who violate relevant regulations and result in the risk of spreading the pandemic will be held legally responsible.
4. One should actively cooperate with the nucleic acid testing. Nanjing will timely expand the scope of the nucleic acid testing according to the dynamic epidemic situation. All citizens should comply with the demands of the epidemic prevention and control work and cooperate with the testing in an active manner to make sure that all necessary testing is carried out and no one is unscreened. One must abide by the orders of the testing points, and observe the response measures such as wearing masks and keeping social distance of over one meter.
5. If one has traveled to the medium and high-risk areas, closed-off management areas or the closed and controlled management areas in the past 14 days, he/she should report to the local neighboring community immediately, provide activity tracks and personal health information, and cooperate with nucleic acid testing and health monitoring. All the information provided shall be authentic and credible and any concealment or false report of information shall be subject to corresponding legal liabilities. All retail pharmacies must carry out real-name registration when selling antipyretic drugs listed in the catalogue.
6. All kinds of gathering activities should be strictly controlled. Meetings, training and activities should be held online to the largest extent, and large-scale offline activities should be minimized as far as possible. If the activities have to be hosted offline, they should be held in accordance with the principle of The host taking all responsibilities and the number of participants must be controlled, and epidemic prevention and control measures must be implemented.
7. Implement COVID-19 prevention and control measures in public places in a stringent manner. All kinds of public places in medium and high-risk areas, closed-off management areas or closed and controlled management areas, if not necessary, should be shut down instantly. Indoor public places in other areas should implement the following prevention measures: reservation, staggered entrance, temperature testing, health code checking and mask wearing. Confined entertainment spaces should suspend their businesses temporarily.
8. Implement personal protective measures in a stringent manner. Stick to such good habits of wearing masks, washing hands frequently, keeping clean and using serving chopsticks. Cover your nose and mouth while coughing or sneezing. Maintain good indoor ventilation, reduce gatherings and abide by a social distance of at least one meter. Every citizen should monitor his/her own daily health conditions. When such symptoms as fever, cough, fatigue, soar throat, decline in sense of smell or taste, diarrhoea etc. occur, one should go to the closest hospital with fever clinics immediately and report his/her epidemiological history honestly. While traveling to the hospital, one should adopt personal protective measures such as wearing masks and avoid taking public transport. Citizens that are eligible for vaccination but have not been vaccinated should take the initiative to get the shots as soon as possible.
The above-mentioned prevention and control measures are subject to dynamic adjustments pending on the epidemic risk assessment. This notice is to be implemented as of the date of release.
